The imposter here, and the idiot in Tokyo are one in the same, but not. The one who calls himself "Kamui" is in fact Fuuma, but he belongs to another world. However, I don't think he's too different from the one you are familiar with, the Tower leader of Tokyo.
And I do know of the Seishirou here [Notice the venomous tone, Kurogane.], his case is similar to the imposter's. He is of another world, but he is almost identical to the hunter.They bare the same dark soul, so it's no wonder.

...I've fought with that Seishirou before. He's strong. But I don't know of his power. It's something I have not seen before. But cherry blossoms seem to have some part to it.
As for the imposter (Fuuma), I don't know anything about him. Their powers have been shroud in mystery. The only people who would know how truly capable they are is my other self,that priestess(Arashi) and the dreamseers Hinoto and Kakyou.
... I may ask the priestess then. She works at the onsen and I knew she was from their world, but figured you'd crossed paths with their others to know in terms of a fight what they may have going.
Either way, I'm keeping my eye on them.
